CREATION OF A MULTI-YEAR RESIDENT PERMIT FOR HIGHLY QUALIFIED PROFESSIONALS

In accordance with the Law of March 7, 2016 creating a new Article L. 313-20 of the CESEDA (code of entry and residence of foreigners and right to asylum), a new provision named "Talent Passport" entered into force on 1 November 2016 to promote the mobility of highly qualified foreign professionals to France by granting them a multi-year residence permit for a maximum period of four years.

These provisions apply to the following occupational categories:

  1. Young graduates (master or equivalent or holder of a diploma of level I certified by the conference of the grandes écoles) employees or employees of a young innovative company (Start-up);
  2. Highly skilled worker (European Blue Card);
  3. Employee on assignment with an employment contract in France;
  4. Researcher;
  5. Business creator;
  6. Carrying out an innovative economic project;
  7. Economic investor;
  8. Corporate officer;
  9. Artists, performer;
  10. Foreign nationals with a national or international reputation (scientific, literary, artistic, intellectual, educational or sports).

By extension, the multi-year card is also granted to family members (spouse and minor children).

The French embassy, which is fully involved in this new scheme, wishes to encourage the mobility of all the "talents" potentially targeted by this measure.
